Housing Commission Minutes of August 14 2007
Members Present: BJ Scheff, Rayna Caplan, Renel Fredriksen, Pam Gallup, George Georges, Mary Sheldon

Call to Order: 7:40 AM
Minutes:   The Board read and approved minutes for the June 26, July 17 meeting.  The Board read and approved minutes for the July 26, 2007 meeting, with minor adjustments to the Monthly Rent Table.
Business:
Sunnyside Rents
In reviewing the Local Initiative Program (LIP) Guidelines for Local Action Unit (LAU) rents, there was some confusion as to whether the maximum rent of 30% needs to be reduced if tenants are paying their own utilities.  Renel and BJ will look further into this.
Sunnyside Tenant Update
We are moving through our lottery lists.  A tenant was approved for the two-bedroom unit, subject to a CORI check.  Letters with information requests have been mailed to the next people on the lottery lists for the one and three bedroom units.  We hope to have enough information on at least one of these in time for the next meeting.
Sunnyside Issues
Immediately following the Housing Commission meeting, BJ will be meeting with Tim Higgins to create a plan for grounds maintenance.
Trash collection will not be provided to tenants.  The Town will provide mowing and plowing to tenants; the Town will also clear snow from walkways.
The Town insurance policy has been increased to cover the Sunnyside units.  Insurance is for replacement costs.
Leases for all Units
The Commission agreed that an April 30 deadline for providing financial data for the preceding year will be imposed for all leases going forward.  The lease should include a clause accounting for income submission for recertification. George and Pam are responsible for having the lease ready for our next meeting.  
Replacement Reserve
The Commission discussed setting aside 3% - 5% of rental income as a replacement reserve.  This will be reviewed and decided at a future meeting.
