Housing Commission Minutes of October 9, 2007
Members Present: BJ Scheff, Rayna Caplan, Renel Fredriksen, Pam Gallup, George Georges, Mary Sheldon

Call to Order: 7:35 AM
Minutes:   The Board read and approved minutes for the September 11 and 25 meetings.
Business:
Housing Commission Budget
Renel delivered an analysis of expenditures form the Revolving Fund for September and the beginning of October.  As of October 8, there was $15,123.04 in the Revolving Fund and $385.00 in the First Parish gift account.  The latter will be spent on remaining blinds at 30A Sunnyside.
Bill schedules were presented for signatures.  We reiterated that it is our intention to bring all non-emergency schedules to Commission meetings for review and signatures.
Town Property Survey
Earl reported that he had received a survey from the Town itemizing improvements that needed to be made to Town owned properties.  Housing Commission properties included in this survey were 65 and 75 Tower Road and 30 Sunnyside Lane.  Earl implemented the recommended improvements, which included a new hot water tank, repairs to the siding, and other improvements at 75 Tower Road.
Sunnyside Budget
Renel and George, with assistance from Tim Higgins, had prepared a “Reserve Fund Transfer Request” for the $28,127 shortfall on the Sunnyside construction project.  George and Renel will be addressing the Finance Committee tonight about the request.
Sunnyside Yard Maintenance
Chris Bibbo of the DPW owes us a proposal for mowing the property at Sunnyside Lane.  The DPW arranged to have the front law mowed, but the back has not been completed.  BJ will follow up.
Minuteman Commons
We discussed the Mayo Group presentation.  The Commission will work with other Town boards on a response.
Ryan Estates
BJ has looked at the community space which the Ryan Estates would like to convert to business office space.  The two affordable units at the Ryan Estates are not included in official town numbers; Ryan would like assistance from the Commission in getting this to happen.
TILL Presentation to the AHT
Toward Independent Living and Learning, Inc. (TILL) made a presentation to the AHT at their last meeting on the possibility of setting up a group home in Lincoln for developmentally disabled adults.  The Housing Commission will look into these and similar options.
Policy Subcommittee
Pam and Rayna were appointed to a Policy subcommittee to establish and document the Commission's policies and procedures.   Pam will act as Chair.  This subcommittee will report back to the Housing Commission.
Community Preservation Committee
Rayna updated us on the status of the CPC request.  We discussed the possibility of studying Avram's proposal for Lincoln Woods using CPC funds.
State of the Town
BJ reviewed items for the State of the Town report.
MCAH Meeting
The Municipal Coalition for Affordable Housing has invited us to attend a seminar on October 26 to discuss affordable housing and 40B legislation.  BJ will look into it further, and Renel agreed to attend of it looks to be of interest to the Commission.
