Lincoln Housing Commission
Meeting Minutes of Mar 10, 2009 at 7:30 am
Lincoln Town Hall, Donaldson Room

Present: Renel Fredricksen, BJ Scheff, George Georges
Also present:  Connie Lewis, Mary Sheldon and Anita Scheipers

Actions and Discussion:

1)      Renel explained the Town has contributed $100,000 to the Edinburg Center to put towards the group home on Bypass Road to help defray the cost of renovating the house.  This allows all 4 units to count as affordable units for the Town.

2)      BJ moved and George seconded to approve the minutes of the Feb. 24, 2009.  The motion was unanimously approved.

3)      Building Inspector Earl Midgley was not present, but Renel updated the commission on his behalf on the following items:
a.      Earl has replaced the dryer for 75 Tower Rd. as approved at the last meeting.
b.      Invoices must now be processed on the biweekly payables cycle, so timely submittal of invoices for approval by the commission is key to ensure prompt payment.
c.      Earl and Pam will be inspecting the 30A Sunnyside unit this week.

4)      The new tenant for 30A Sunnyside has been approved for a rent of $829/month. Pam is drafting the lease for necessary signatures.

5)      Renel explained the new Five Town Collaborative has met several times and is working with a grant funded consultant to determine what joint activities are best suited for the new entity. Renel expressed concern that this group may not be a good match for Lincoln but she will continue to work with them through the consultant review phase and bring the issue back to the commission when appropriate.  

6)      The commission also discussed general concepts of how to present information on the various housing related articles (including the citizen petitions) at town meeting, as well as those individuals who are writing letters to the Lincoln Journal in support of the housing program.

7)      Renel asked for feedback from the members regarding the Historic Commission concept of a housing task force that would be comprised of members of the Housing Commission, the Historic Commission, the Planning Board and any other appropriate committee.  The proposed intent of the task force is seek affordable housing units by saving at-risk properties or by providing incentives for use of non-conforming lots for such affordable housing purposes.  All present agreed it was a creative idea and until such dates that the Town’s housing goals were fulfilled, all options should be considered.

8)      Meeting was adjourned at 8:27 am.
