Housing Commission Minutes - April 28, 2009

Meeting Minutes of April 28, 2009 at 4:30 pm
Lincoln Town Hall, Donaldson Room

Present: Renel Fredriksen, Connie Lewis, George Georges, Phyllis Mutschler and Pam Gallup
Also present:  Mary Sheldon and Anita Scheipers

Actions and Discussion:

  • Minutes:  Mutschler moved and Lewis seconded to approve the minutes of April 7, 2009.  The motion was approved unanimously.  
  • Property Management:  The Commission agreed it is time to seek proposals from qualified companies for the management of the housing units for the Town. Georges agreed to draft a scope of work for use by Scheipers in preparing a draft RFP.  Scheipers will submit the draft for feedback from the members when ready.
  • May 14 Housing Forum:   Ads will be placed in the local paper, on the cable station and on the town website. The meeting will be played live and replayed over a period of time.  Fredriksen will present a summary of the Interim Housing Report to elicit feedback.  Peter Von Mertens has been asked to attend to discuss the Battle Road Farm housing, and Gary Taylor to discuss the Lincoln Woods housing.
  • Liaison Reports:   
  • Lewis reported that there has been one meeting of the Small Housing Task Force.  They are in process of defining membership of the group.  
  • Mutchler reported there have been  no meetings of the CLRPC HoBE subcommittee.
  • Fredriksen announced the Selectmen have appointed current member Gallup as the Housing Commission rep and past member BJ Scheff as the Citizen –at-Large rep  to the Housing Trust.
  • Georges reported there have been no meetings of the Planning Board task Force for review of the Arshad/Kennedy property as yet.  He expressed concern that it appears that commercial development is no longer being considered as a viable alternative for the property.  The group agreed Georges should attempt to bring that concept back to the table.
  • Draft Tenant Selection Plan:  Consultant Ann Dooley was present to review the draft Tenant Selection Plan.  The group defined a list of questions as follows for which Ms. Dooley will attempt to seek succinct answers for the commission:
  • Clarification of our responsibilities re  “reasonable accommodation”.
  • Are we required to establish priority selection preferences?
  • Are we required to have set asides for homeless applicants/employees of local business/etc.?
  • Are we required to have a transfer process for existing residents?
  • What standards do we need to follow on bedroom sizes?
  • How can we specify that a household can also be an unmarried couple?
  • What are our obligations re illegal aliens?

  • Meeting adjourned at approximately   6:10pm.
