Meeting Minutes of May 12, 2009 at 7:30 am
Lincoln Town Hall, Donaldson Room
Present: Renel Fredriksen, Connie Lewis, and George Georges
Also present: Mary Sheldon and Anita Scheipers
Actions and Discussion:
- Minutes: Lewis moved and Georges seconded to approve the minutes of April 28, 2009. The motion was approved unanimously.
- Property Management RFP: The Commission developed the following list of tasks to be included in the scope of work for the RFP.
- Collect rent
- Pay utilities
- Provide 24 hour emergency phone line and response
- Property maintenance
- Tenant selection with final approval by the Housing Commission
- Tenant certification
- Quarterly reports to the Commission
- Preventive Maintenance schedules
- Attend Housing Comm. meetings as needed
Scheipers will submit sample RFPs to Georges for further development of the scope of work. Scheipers also agreed to contact the DPW to determine if mowing at the units was done via the town-wide mowing contract, and if so, how was the Housing portion of that contract paid.
- May 14 Housing Forum: Fredriksen presented her proposed presentation for comment, and all agreed was acceptable as presented.
- 30B Sunnyside- Fredriksen reported that the new tenant at 30B called to say the oil tank was not topped off at the start of his occupancy per the lease agreement. This appears to have been the result of the last tenant topping the tank but the lapse in time between the old tenant leaving and the new tenant taking occupancy resulted in some period of time with the heat running and fuel being used. Fredricksen will check with Earl Midgley regarding the actual status of the fuel levels. Georges moved and Lewis seconded to reimburse the new tenant in oil for the discrepancy between a full tank and the fuel level in the tank at the time he moved in. The motion was approved unanimously.
- Liaison Reports:
- Lewis reported that letters are being sent to the following people to determine if they are willing to serve on the Small Housing Task Force. A first meeting is planned for early June. Bryce Wolfe – Planning Board; Jack Holbrook – LF; Ellen Myers Shorb – Housing Trust/Fin. Comm.; one RFL rep TBD; and one potential At-Large Citizen rep. Scheipers agreed to send an email to the MMMA list-serve asking if other communities had any experience in developing historic single family homes into affordable housing units as a way to preserve the units.
- Georges reported there have been no meetings of the Planning Board task Force for review of the Arshad/Kennedy property as yet. He has contacted Bryce Wolfe but has not heard from her as yet regarding start-up of the committee.
- Draft Tenant Selection Plan: It was agreed consultant Ann Dooley should attend a June meeting to further discuss the draft Tenant Selection Plan.
