Lincoln Housing Commission
Meeting Minutes of September 22, 2009 at 4:30 pm
Lincoln Town Hall, Donaldson Room

Present: Renel Fredriksen, Pam Gallup, and Connie Lewis
Also present:  Mary Sheldon and Anita Scheipers

Actions and Discussion:

1)      Next meeting date was confirmed to be Oct. 10, 2009 at 7:30am
2)      Housing Management RFP Status – Anita reported that the proposals are due in by Wed., Sept. 30th.   The commission agreed that Fredriksen and Georges will be the two members comprising the Selection Committee to review the proposals. They will present their findings and recommendations to the Commission at the Oct. 10th meeting. Scheipers will hold the price proposals until that time to ensure objective review of the proposals.
3)      Policies and Procedures Manual – The commission still awaits response back from the consultant as to the states input of the proposed draft policies and procedures.  It is expected that we should have this input in time for discussion at the next meeting.
4)      A recent approval of repairing of one of the Sunnyside units by  Building Commissioner Earl Midgley raised discussion about the need to clarify to him the $ limit of projects he can undertake without the full commission review and approval. Fredriksen will speak to him ASAP.
5)       Lewis Street Housing Units – Those members of the commission who attended the site visit of the two-bedroom Lewis Street housing units discussed the current issues surrounding the potential purchase of four units. The four two-bedroom units appear to be suitable for designation as affordable units due to size and layout, however, the basement area has been found to have septic backup and mold issues that would need to be addressed by the owner as part of any purchase. The owner is asking $1,000,000. There appears to be a deficit between what may be available as a total source of funds from the Lincoln Housing Trust Funds, and the contribution potentially to be made by WATCH.  Additional discussion regarding this issue is necessary and will be addressed at the next Troika meeting.  Gallup will contact Selectmen Gary Taylor on this issue.
6)      Gallup agreed to attend the “Know Your Town party” on Oct. 18th on behalf of the Housing Commission.
7)      Meeting adjourn at 5:20 p.m.
