Meeting Minutes

Attendees: Barbara Myles, Diana Abrashkin, Jacquelin Apsler, Marshall Clemens, Susan Hands Taylor, Al Kraft
Absent: Peter Sugar (proxy vote)


1.      Action Items:   

a.      Discussed and Approved FY09 Revised Operating Budget

i.      Revision necessary due to request by Town to project 3% salary increase for personnel instead of the 2.5% calculated in the original budget approved October 23, 2007.

ii.     After discussing the costs and benefits of closing only two Sundays per month, all Sundays, or cutting other items, it was decided that the cleanest and most understandable was to close on Sundays.  With the cost of Sunday staffing eliminated from the budget, the Library’s FY09 Operating Budget is now within the 3% guldeline.

iii.    Eliminating all Sundays in the base budget was approved. Yes – 5   Proxy Yes -- 1

b.      Discussed and Approved Acceptance of Carpet Bid (children’s and workroom)

i.      The low bidder was State Contract Carpet but they dropped out because their low bid did not take into account that the furniture needed to be moved before installing the carpet. The second lowest bidder was Continental Flooring.  This company is from Arizona and did not produce references for the local installer that would perform the installation by the October 30 deadline we set as advised by Town Counsel.  

ii.     Continental Flooring’s bid was approximately $37,777 for the children’s department and staff work room.  The third lowest bidder is Capital Carpet & Flooring.  Their bid is $46,279 for the two areas.  The difference between the two bids is $8,502.

iii.    Re-bidding would require much more time and restructuring of the contract and put the Library at a disadvantage with re-bidders who knew the situation and with the cost of oil skyrocketing.

iv.     Kathy Rushby identified unrestricted gift funds to allow us to take the third lowest bidder, Capital Carpet & Flooring, which is willing to stick with its price.

v.      Acceptance of the next lowest bid was approved.  Yes – 4   Proxy Yes – 1   Abstain -- 1
