Disabilities Commission - Minutes February 7, 2005
LINCOLN DISABILITIES COMMISSION    MEETING NOTES   FEB. 7 2005


Present: K. Stein, R. Loud, G. Muscolo, D. Dorsey, A. Congdon

1.) Minutes from the last meeting were approved as written.

2.) Schools: The results of the survey prepared by the Parents' Advisory Committee are now on the PAC website. ( WWW.Lincolnpac.org) The  which was included by the writers was not considered 'fairly balanced' by the school administration as they do not feel it reflects what the schools are doing well for students on IEP's etc. The summary will be adapted to reflect this sentiment. Any area which claimed a satisfaction rate of 75% or above will be considered 'satisfactory' and those with less as those areas needing attention. PAC will report to the School Committee about the survey.
Dr. Maryanne Burns, an independent school program evaluator, was hired to observe and evaluate our special education program. She will meet with teachers, parents and administrators and her results will be available later in February.
Each school district which gets state funds needs an independent review every 5-6 years and also a smaller mid-cycle review every 3 years to make sure recommendations are acted upon. This independent evaluation will be completed and made available at a public meeting on March 17 in Hartwell at 7:30 p.m.
The PAC will be rotating old members off and looking for new officers in June.
There followed a discussion about how PAC and the schools can efficiently and effectively make funding and budget information available to townspeople before Town Meeting each year.

3.) Annual Award: Rob Loud will contact Jack French about putting this on the TM schedule, Kitty and Abigail will put the award together with Rob's input and Rob will present it at TM.

4.) Membership: we need one more member.

5.) 'Lincoln Review': Town Meeting issue: it is traditional for each town committee to submit an article each year explaining themselves. Debbie Dorsey volunteered to write a short one  focusing on 'what the LDC is focusing on now'.
