Minutes of the Personnel Board

Also present: Asst. Town Administrator Anita Scheipers, Assessors Buffer Morgan, John Robinson, Ellen Meadors, and Police Chief Kevin Mooney
1. The Board met with the Assessors relative to proposed changes to their current assistant position. With the contracted assessors services, the assistant position has changed to now include more responsibility. It involves more technical knowledge of assessing and the ability to deal with assessing problems when the Board or contracted assessors are not present. It is the Board’s hope to reduce the degree of contracted services now that they have the reliable assistant in the office. They stated that even if the incumbent should change, they would expect any new person filling the slot to be able to fill these expanded duties and have the ability to answer questions for the public. The Assessors wish to upgrade the position and change the title to “Administrator for the Board of Assessors”. The Board approved the overall changes to the Assessors Adm. Asst. position and job description. While the final edits of the new job description are still in process and will be approved
at a future meeting, the Board approved a grade change from Grade 8 to Grade 10. The Assessors will ensure the FY10 budget has adequate funds to implement this change.
2. The Police Chief requested a quick review of proposed edits to the job description for the Adm. Asst. to the Chief of Police position. Several minor changes were made to better reflect the key responsibilities of the position at this time. Anita Scheipers will make these new edits and distribute them to the Board and the Chief. If all agree the edits reflect the meeting discussion, the new version will be saved as the updated version. There is no change to the grading at this time.
The next meeting will be in early December to discuss the issue of benefits accruals to part-timers working in multiple departments. Date TBD.
