Minutes of the Personnel Board

Members Present: Beth Ries, Kathy Nicholson and Elliot Curtis
Also present: Asst. Town Administrator Anita Scheipers
1. The Board reviewed the draft policy established at the Dec 11, 2008 meeting. Anita Scheipers stated the Treasurer and Finance Director and provided feedback as to needing to define the phrase “The average number of hours per week consistently exceeds 20.”
It was agreed that additional edits should be made to allow the draft policy to read as follows:
4.2 Employees working in Multiple Departments
a. Employees shall only be allowed to work in more than one department in different positions with different rates of pay within the Town and School systems if the total scheduled hours per week are fewer than 20 hours.
b. Employees shall not be allowed to work in more than one department in different positions with different rates of pay within the Town and School systems if the total number of scheduled hours per week exceed 20 unless, in very limited circumstances, it is approved in advance by the Town Administrator, and if the following conditions are met:
a. The employee serves in the same job capacity in each department
b. The same rate of pay is paid for each position
c. The average number of scheduled hours per week consistently exceeds 20.
Anita Scheipers will again review this draft policy with the Town Administrator and report back to the Board.
2. The Board approved the minutes of the following meetings:
a. Dec 11, 2008
b. Nov 18, 2008
c. Sept. 24, 2008
3. The Board asked Anita Scheipers to contact Town Moderator Jack French to ask him to move forward with appointing Graham Walker as a member of the Board to replace Elliot Curtis, and to have him contact Russell Campanello in April or May to gauge his level of interest in joining the board.
4. The next meeting date was not scheduled.
5. Meeting adjourned at 9:25 am.
