7:30 BUSINESS:
Discussion of zoning and rules changes:
Inclusionary Zoning Rules - Mr. Whitehead had previously sent out a revised draft. The Board reviewed it and proposed some changes. The Board discussed the concepts behind the determination of value for the affordable units and the available options to the developers. A final draft would be sent to Joel Bard, Town Counsel for review and comment.
Sign Bylaw Changes – The Board reviewed the draft changes to Section 16. They discussed the need for the changes to temporary signs and how that might impact the Town. The Board discussed several versions or changes to the bylaw without reaching a consensus at this time.
Lot Coverage – The Board discussed the change in Section 13.3 from “total area of the enclosed space” to “gross floor area”. Mr. Whitehead had cited similar language in Section 6.3.a that used gross floor area. The board agreed that gross floor area was appropriate. They reviewed zoning language from the 1953 zoning when this section was adopted, however the language was different than the current zoning. The Board also discussed the need to have separate percentages for residential and business zoning districts. The Board concluded that separate percentages were not necessary because the South Lincoln Overlay District, where the business districts are located, could override the issue.
OTHER BUSINESS:
The Board signed the Ottenberg decision for amended site plan review for 186 Weston Road.
The Board signed the Brodney decision for administrative amendment of site plan review for Huntley Lane.
