PLANNING BOARD MINUTES
July 11, 2007

7:30PM  BUSINESS:
Open Space Plan
The Board had been asked for its comments on the Draft Open Space Plan. Mrs. Wolf circulated a draft set of comments that she had compiled. These were discussed and Mrs. Wolf undertook to produce a revised version.

8:00PM  PUBLIC HEARING CONTINUATION:  JON MILLS, 44 Baker Bridge Road, Map 63/ Lot 3-0, site plan review for construction of single family residence in the R-1 zone under Section 6 and Section 17.7.
A site walk was conducted on June 30.
The applicant submitted revised elevations and lighting details. Thirteen recessed lights are proposed, under soffits and porches. 50W max. bulbs are to be used. No driveway or landscape lighting is proposed. The amount of fenestration has been reduced. The Board checked the height of the building.
A grading plan was submitted. Landscaping was discussed, and it was noted that all but one of the large oaks in the vicinity of the house will have to be removed. Drainage will be dealt with through natural filtration.
A MOTION was proposed and seconded to approve the proposal as amended, with the condition that there be no driveway lighting.        Passed 4-0.

8:20PM  PUBLIC HEARING CONTINUATION: LAWON SUH/PETER LEE, 31 Mill Street, Map 20/ Lot 3, site plan review for teardown and reconstruction of single family residence in the R-1 zone under Section 6 and 17.7.
A revised site plan was submitted, showing the house shifted 1½ feet to reduce the footprint in the wetland buffer zone. The house site is to be built up in the rear by 2-3 feet. Revised elevations were provided as promised, showing heights and a scale bar.  The building height meets the requirements of the bylaw.
A drainage plan was supplied, showing two underground stormwater retention systems. A landscape plan was provided, showing planting of atlantic white cedar and balsam fir trees to augment existing vegetation screening the neighboring house at 27 Mill Street. It was stated that they would be 8 feet high at planting.
A corrected lighting plan was supplied showing eight lights. Catalog cuts were supplied previously.
A MOTION was proposed and seconded, to approve the proposal as submitted, subject to the planted trees being 8 feet tall, and light bulbs being a maximum of 60W incandescent or equivalent.             Passed 4-0.

9:00PM  PUBLIC HEARING CONTINUATION:  AMJAD HUSAIN AND INDERNEEL SAHAI, 9 Reiling Pond Road, Map 33/Lot 11-5, site plan review for a new single family residence in the R-1 zone under Section 6 and 17.7.
It was reported that the septic system has been redesigned, making it smaller and closer to the house. It no longer impacts the walking trail at the rear of the property.
The applicant asked if the house walls could be changed to stucco. Mr. Whitehead advised that the subdivision covenants do not allow stucco. The applicant also asked if vertical siding could be substituted for horizontal.
The height of the house will satisfy the bylaw if the Board allows calculations to be based on average natural grade.
The applicant agreed to supply: modified plans for the septic system; updated and complete contours; revised siding details; and a full set of elevations.
A MOTION was proposed and seconded to continue the hearing to July 25 at 8:20pm.
    Passed 4-0.
