PLANNING BOARD MINUTES
February 13, 2008

PRESENT:  J.Snell, B.Wolf, E.Flint              ABSENT: R.Domnitz, K.Hurd
STAFF:  M.Whitehead, C.Perry

Mr. Snell chaired the meeting in Mr. Domnitz’ absence.

7:30 PM   BUSINESS:
Minutes
Deferred.

Route 2 projects: TIP Input
Mrs. Perry’s work on updating the town’s input to the Boston MPO Transportation Improvement Program budgeting process was discussed.

Deaconess senior living development, Cambridge Turnpike
Mr. Flint asked about representations or agreements made in respect of fire and ambulance service for the development. Mr. Whitehead advised that there had been a series of Steering Committee meetings in addition to the Planning Board hearings. Mrs. Perry agreed to supply relevant minutes to Mr. Flint.
The Board asked for periodic updates on the progress of the development.

7:45 PM   PUBLIC HEARING:  PROPOSED ZONING CHANGE, Section 16.5 Signs. Proposed changes would remove Special Permit requirement and replace it with a sign permit and eliminate the three year renewal requirement.
A MOTION was proposed by Mr. Flint and seconded by Mrs. Wolf, to open the public hearing.                                                                       Passed 3-0
No members of the public attended and there was no discussion.
A MOTION was proposed by Mrs. Wolf and seconded by Mr. Flint, to close the public hearing.                                                                      Passed 3-0
A MOTION was proposed by Mr. Flint and seconded by Mrs. Wolf, to propose the article as written to Town Meeting for approval.                           Passed 3-0

8:00 PM   PUBLIC HEARING:  PROPOSED ZONING CHANGE, Section 17.7.3 Site Plan Review. Proposed changes would require in certain situations, preliminary meetings for site plan review.    
A MOTION was proposed by Mrs. Wolf and seconded by Mr. Flint, to open the public hearing.                                                               Passed 3-0
No members of the public attended and there was no discussion.
A MOTION was proposed by Mr. Flint and seconded by Mrs. Wolf, to close the public hearing.                                                              Passed 3-0
A MOTION was proposed by Mrs. Wolf and seconded by Mr. Flint, to propose the article as written to Town Meeting for approval.                   Passed 3-0

8:20 PM   REQUEST FOR MINOR CHANGE TO SITE PLAN APPROVAL:   MICHAEL & SUSAN SALM, 236 Lincoln Road, Map 117/Lot 22-1, request for change to roofing and cupola on previously approved barn.
At the applicant’s request, the Board deferred this item to its next meeting on February 20 at 9:00pm.

8:40 PM   DISCUSSION OF DECISION:  ANDREW EGENDORF, 10 Tower Road, Map 74/Lot 24, site plan review for an addition to house in the R-1 Zone under Section 6.0 and 17.7
        Deferred.

OTHER BUSINESS:

Town Planner’s report:
Suh/ Lee, 31 Mill Street
Mr. Whitehead reported that although the Board approved a site plan for a house in July, 2007, it has transpired that the applicant did not obtain approval from the Conservation Commission in relation to wetlands (despite his agent making representations to the Planning Board about discussions on the matter). An application is now being made to the Conservation Commission and if the design needs to be changed, the matter may come before the Planning Board again.

Committee reports:
CLRP Public Forum
The Board discussed the public forum held the previous Saturday at the Brooks School. Mr. Whitehead reported that he had received positive feedback from the event. Mrs. Wolf said that she had received positive comments about the serious and realistic nature of the issues presented.
The next Steering Committee meeting will be on February 26 at 8:00am.

The meeting was adjourned at 8:20pm.
