RECREATION COMMITTEE MEETINGS
September 19, 2005

Present:  Noah Eckhouse, Jane Tatlock, Susie Collins, Ingrid Neri, Dan Pereira, Cathy Long (minutes)

Minutes:  Accepted as amended.

Finances:  Finished the year at 96% recovery.  Summer camp was successful but down 50 campers which resulted in an $18K reduction from last year.  Department expenses TY vs. LY were less in every category.

Future budget planning will include increasing pay of seasonal staff to a more competitive level.

Capital Plans:  Plans are underway to build a much needed preschool playground on its former site.  Noah will be meeting with the CPA on 10/25 to discuss the plans and determine what funding might be available.  Dan will get updated proposals.

Programs:  The department has experienced a decline in program participation in some programs but other programs such as music, tennis, gymnastics grades 1 – 3 and variety sports have generated waiting lists.
In an effort to boost revenue a discussion on fees and ways to anticipate program participation in advance will be discussed in a future meeting.

Facilities:
Pool:  Filter system is working but the baby pool needs to be chlorinated by hand.  The grass around the pool needs work.  Dan proposes slice seeding, applying organic fertilizer by TruGreen this fall.  The bathrooms will need attention before next summer.

Tennis Courts:  Improvements to the tennis courts this summer included the installation of a new walkway, rain sensor, new court brushes and repairing of lights and the irrigation system.  Mouse proof crates for nets will be purchased this fall and new signage will be installed for next spring.  In addition, Dan will look into the cost of installing an Emergency Pull Box.

Playgrounds:  Strats will be sealed again this fall in accordance to the department’s maintenance schedule.  The other playgrounds in town will be inspected this fall.

Athletic Fields:  BOH has raised concerns that soccer camps using Lincoln fields are not in compliance with current regulations.  Parties interested in renting fields will now be required to prove they have BOH approval when renting.  LYS decided not to use Town Office field this fall due to a shortage of referees – Lincoln Recreation will look into the possibility of renting the field in the fall.

LPS Facilities Committee:
Noah contacted Sarah Cannon Holden and Julie Dobrow about the Facilities Committee.  Lincoln Recreation will be included in future meetings.
