RECREATION COMMITTEE MEETING
Minutes October 15, 2007

Present:
        Dan Pereira, Stacey Mulroy, Ingrid Neri, Susie Collins, Noah Eckhouse Ted Julian and Jane Tatlock (minutes)

Minutes:    
        The September minutes were accepted as amended.

July 4th Debriefing:   
        Chrissie Long presented a list of suggestions and recommendations.  She hopes that the theme for the Fourth be decided early, ideally by December, and should be put on the Rec. Calendar for December.  Ideas can be garnered from on line and newspaper surveys and a suggestion box.   She suggested that varied parade participants be recruited, i.e. the LS Marching Band.  

Fall Program Numbers:  
        There are 372 participants in Rec. classes.  Pre-school numbers are low due to the number of other age group options.  Ingrid offered to facilitate the handing out of Rec school age programs to Metco students.

Online Registration:  
        Ted thinks that a program can be installed in early ’08 that can be operational for the Fall registration.

Finances:  
        The Revolving Fund is high due to the two season sign up option.  Since there will be no winter brochure, there will be a need to creatively push signups and programs.  The Rec. department costs the Town $34K. The Selectmen feel that Rec. is one of the best run departments, especially with its budget recovery effort.  Town Offices is willing to help with accounting issues.         
        Authorized Invoice Approval:  dual signatures are needed on major capital expenses.  $5000 and up requires two committee members, one being the chair or a designee.  

Facilities Update
        The tennis courts will be closed the 2nd week in Nov.   Weeds are a problem but the courts are still “close to greatness”.
        
        The playgrounds are in good shape.  There is a need for a 4 Square court.
        
        The pool will be closed the week of Oct. 22nd.  Stacey is pursuing all options re installing a Spray Park.
        
        The fields are in pretty bad shape due to lack of rain and over use.  Regardless, the fields will not be part of the Capital Plan for this year. Irrigation and treatment policies need to be re-addressed.  The department is moving toward a “pay for play” policy for large groups such as soccer, lacrosse and baseball.  Stacey will canvas other towns re rental policies and charges.  Dan will email field policies.
