Board of Selectmen’s Meeting Minutes
February 6, 2006

Attendees:  
Selectmen: Sarah Cannon Holden, Gary Taylor and Sara Mattes
                Timothy Higgins, Town Administrator

The Chair convened the meeting at 7:30 p.m.

The Chair reviewed the agenda, explaining the Board’s intent to enter into executive session at the beginning of the meeting to discuss a potential real estate acquisition.  The Chair estimated that the executive session would last thirty minutes.

Executive Session

        Mr. Taylor moved that the Board vote to enter into executive session pursuant to MGL, c. 39, s. 23B for the purpose of discussing strategy with respect to a potential acquisition of real estate, and that the Board come out of executive session to continue with the open session portion of the meeting.  Ms. Mattes provided a second.  Mrs. Holden voted in favor and the Board, by unanimous individual vote, convened the executive session.


Open Forum

        Mr. Avram Kalisky requested that the Selectmen consider the possibility of appointing a Task Force to assess the housing needs of Lincoln’s seniors.  The Board requested that Mr. Higgins provide copies of background information on file, to include the 2000/2001 report that was made to Town Meeting and Mr. Kalisky’s recent e-mail in which a proposed charge and Task Force composition is recommended.


FY 07 Budget Proposal

        The Finance Committee presented an update of its financial forecast.  Based on improved forecasts for state aid, free cash, and NESWC, and a lower than anticipated assessment from L-S, the Finance Committee was recommending no override.  The Finance Committee felt that the forecast could support spending at the preferred budget levels (including the four additional firefighters) without requiring an override.  

The Finance Committee was also recommending that the remaining balance in the Stabilization Fund be applied to reduce taxes.  The Finance Committee is projecting an overall tax increase of approximately 2.6%.

Town Meeting Warrant

        The Board agreed to meet Thursday morning, February 9th to review and sign the Town Meeting Warrant.  Mr. Higgins will ensure that the meeting is properly posted.


Keyspan Energy

        Ms. Mattes requested that the discussion item concerning Keyspan Energy’s performance be postponed to the next meeting.  The Board concurred.



Weekly Warrants

        The Board voted to sign the weekly warrants





Mrs. Holden asked for a motion to adjourn.  Ms. Mattes so moved.  Mr. Taylor seconded the motion.  At approximately 9:00 p.m. the Board did vote to adjourn the meeting.
